The computer does not start, what do I need to replace?

I was moving my computer and temporarily on the carpet (I know, bad idea). The connections are all fine. But one day, the team has not started. currently generates Poor Sound still plugged in (in a surge protector). The sound is similar to its CD-bit repetitive scratching. It is a T4480 eMachines if that helps. No lights when the power button, including LED lamps and the noise never stops. What should I change or find when I opened the box the CPU?
