What rights do tenants have?

I rent a house in a complex APRT. They are one of several improvements, $ new doors landscape, new siding, bay windows, etc. The office has sent letters ABT future improvements. They mentioned that when working on windows, will be completed from the same day. They started in my window May 29, is now June 11, the window is still unfinished.
